The only thing I can think of that would make it true would be if the Devil Fruit user is a member of the Whitebeard Pirates. If that is the case, then it would explain why the Straw Hat Pirates have such a large number of Devil Fruits.
It would also explain the fact that they have so many of them, as well as why they are so strong. They are the only ones who have the ability to control the power of a Devil fruit, so they would have to be the ones to use it to its fullest potential.
