One statute prohibits people from allowing dogs to run at large, but it only applies during daylight hours. The other statute states that a person may not keep a dog on a property that is not his or her own unless the dog is under the direct control of the owner.
Carolina is one of only two states in the country that does not have a statewide dog-bite law, according to the National Conference of State Legislatures (NCSL). In fact, the only other state that has such a law is North Dakota, which has a statute that prohibits dogs from being on public property unless they are on the property of a licensed dog trainer or handler.

Does Maine have a leash law?
